Create a List of points randomly located within a Circle of radius 10
Create a finite Voronoi Diagram of the Points (don't plot the rays that project to infinity)
generate the Voronoi diagram
plot the edges of the Voronoi Regions (excet that the edges that project to infinity will not be plotted)
generate random colors for each of the finite regions
Now show the overall plot of the finite Voronoi diagrams.
Generate the Bounded Cell Voronoi Diagram
Now we generate a table of colored Polygons to filled up the cells.
